  18. <p>     He is feared and reviled as the former Minister of the
  19. Interior and Defense under the exiled dictator Jean-Claude
  20. ("Baby Doc") Duvalier and the onetime head of the dreaded
  21. Tontons Macoutes, but when Roger Lafontant arrived in
  22. Port-au-Prince from exile in Santo Domingo last week, he was
  23. given a VIP reception despite orders from the government not
  24. to admit him. Lafontant's unwelcome return came only a few days
  25. after the arrival of another exiled Duvalier associate, Major
  26. General Williams Regala.

  28. <p>     A one-day general strike called by the Unity Assembly on
  29. Wednesday to protest their return brought the country to a
  30. standstill. But it remained unclear whether President Ertha
  31. Pascal-Trouillot has the will or the power to act against the
  32. two, who presumably hope to derail the elections set for Nov.
  33. 4. Meanwhile, an alarming rumor was circulating that other
  34. Duvalierists were coming back to be on hand for the return of
  35. Baby Doc himself.
